What business participants should follow at COP17

Published documents, existing decisions and proposals for COP17 have different status. Follow the current official meeting documents for the latest negotiated and adopted text.

Resource mobilization and financial mechanisms

Already agreed or published
The 2025–2030 resource-mobilization strategy and the GBF's finance goals are already agreed.
For consideration at COP17
COP17 will consider implementation, the contributor base and the effectiveness of financial arrangements. The final decision and any new arrangements remain under negotiation.
Business relevance
Track how public and private funding, investment criteria and safeguards may support nature projects.

DSI and the Cali Fund

Already agreed or published
COP16 agreed the multilateral benefit-sharing mechanism and the Cali Fund arrangements. Its indicative contribution rates are not a universal tax.
For consideration at COP17
Documents cover contribution rates, entity-size thresholds, allocation and effectiveness. The wording COP17 will adopt is still undecided.
Business relevance
Research, pharmaceutical, cosmetics, breeding, biotechnology and data-service teams should examine their use of DSI and relevant national implementation.

Target 15: assessment and disclosure

Already agreed or published
The GBF already calls for national measures on business and financial institutions' assessment and disclosure of biodiversity risks, dependencies and impacts.
For consideration at COP17
COP17 drafts address progress, monitoring, mainstreaming and the IPBES business assessment. They do not establish an adopted universal requirement to use a particular disclosure framework.
Business relevance
Connect disclosure information to business, sourcing and financing decisions; check actual obligations in each jurisdiction.

Target 18: harmful incentives and subsidies

Already agreed or published
Identifying harmful incentives and reducing, eliminating or reforming them by at least USD 500 billion per year by 2030 are existing GBF commitments.
For consideration at COP17
Progress review and mainstreaming proposals address implementation. Some proposed text remains bracketed and unagreed.
Business relevance
Review dependence on subsidies and incentives, and possible effects on costs, sourcing and transition plans.

The first global review of GBF progress

Already agreed or published
The final State of Biodiversity Action report is available from CBD, with a concise summary. It provides evidence for the first global review of GBF implementation.
For consideration at COP17
COP17 will consider the report and responses to the implementation gap. Publication of the report does not mean that the response decision is adopted.
Business relevance
Use the evidence to identify gaps between commitments and delivery, then prioritize measurable action.
